摘要
随着科学技术影响力的与日俱增,科学实验室成为没有硝烟的国家核心利益角逐场,同时也是解决全球性挑战的诺亚方舟。科技外交兴起于国家间的科技竞争与合作,架起了知识与权力之间的桥梁,本文通过北极实践探讨中国科技外交的有效路径。中国北极科技外交以长期的国际科技合作为基础,融入和影响已有的国际机制,并自主发起科学合作机制,在为国家决策提供科学依据、塑造公共政策和推动议程设置等方面扮演积极角色。借鉴北极经验,未来可以通过建立科学家网络培养信任、参与和建设机制嵌入偏好以及增强科学家的国内政策影响力等方式发挥中国科技外交的积极作用。
With the increasing influence of science and technology,science laboratories have become one of the key competition fields to pursue national interests and Noah’s Ark for human beings to face the global challenges.Science diplomacy,rising from the scientific competition and cooperation among nations,builds a bridge between knowledge and power.This paper explores the effective path of China’s science diplomacy through its Arctic practice.Based on long-term international scientific cooperation,China’s Arctic science diplomacy integrates and influences existing international institutions,and initiates some scientific institutions in the Arctic.These practices play active roles in providing scientific evidence for foreign policy making,shaping global public policies,and promoting agenda setting.Drawing on the experience in the Arctic,the future of China’s science diplomacy could play a more positive role by establishing scientists network to cultivate trust,participating and constructing mechanisms to embed preferences,and enhancing the domestic policy influence of scientists.
