中韩中小企业发展比较研究

A Comparative Study on the Development of SMEs in China and ROK

中小企业在中韩两国经济发展中都有重要的影响,两国都对中小企业发展采取了一系列政策支持措施。韩国的支持政策出台早,体系比较健全,中国尚未形成一套完善的支持体系,相关法律支持有待加强。韩国中小企业面临非正规雇佣问题难解决、企业发展依赖国外劳动力、劳动保障不健全、延迟退休政策导致创新动力下降、工会组织作用较弱、进军海外市场步伐较慢等问题,中国中小企业面临融资难融资贵、税收负担重、用工难用工贵、创业环境不佳、创新动力不足、保障体系不够健全、合作支撑不足等问题。借鉴韩国中小企业发展的经验和教训,规范非正规就业、改善企业创业生存环境、增强企业创新动力、推动工会组织建设、完善保障体系、加大金融支持力度,已成为中国中小企业发展亟须解决的问题。

SMEs have an important influence on the economic development of China and ROK.Both countries have adopted a series of policies to support the entrepreneurship and innovation development of SMEs.Support policy of ROK has been introduced early and the system is relatively sound.China has not yet formed a comprehensive support system,and relevant support of legal needs to be strengthened.There are many problems in the development of SMEs between China and ROK.The SMEs in ROK face difficulties in solving informal employment problems,relying on foreign labor for enterprise development,unsound labor security,the delay of the retirement policy which led to the decrease of the innovation power,weaker trade unions,the slow pace of entering the overseas market.SMEs in China face problems such as financing difficulties,heavy tax burdens,recruit labor difficultly,poor business environment,insufficient innovation motivation,inadequate protection systems,and insufficient support of cooperation.Drawing lessons from the experience and lessons of the development of small and medium enterprises in ROK,it is an urgent problem for the development of small and medium enterprises in China to standardize the informal employment,improve the enterprise s entrepreneurial survival environment,enhance the motivation of enterprise innovation,promote the construction of trade unions,improve the guarantee system and increase the financial support.
