城市黑臭河道治理协同海绵城市建设探究

Study on the construction of collaborative sponge city in urban black and stinky river management

城市水体生态是城市景观的重要组成部分,也对经济社会以及居民的生活幸福感产生直接的影响。贯彻落实国务院出台的"水十条",黑臭水体的整治是海绵城市建设的着陆点,不断协同城市黑臭河道治理与海绵城市建设,水环境治理的总体目标是2015年底完成排查,到2020年将黑臭水体比例控制在10%以内,截止2030年彻底消除,发挥出最大的经济和生态效益。本文立足于"水十条",对城市黑臭河道治理协同海绵城市建设进行研究分析,着重从城市黑臭河道治理的复杂性、黑臭水体与海绵城市的内涵、城市黑臭河道治理与海绵城市的协同治理的具体方法三个方面来进行阐述。

Urban water ecology is an important part of urban landscape,and it also has a direct impact on the economic society and the happiness of residents.Implementing the"Water Ten Articles"promulgated by the State Council,the rectification of the black and odorous water body is the landing point for the construction of the sponge city,and continuously cooperates with the urban black and odor river regulation and the construction of the sponge city.The investigation will be completed by the end of 2015-the proportion of black and odorous water body will be controlled at 10 in 2020.Within%-20 years,it will be completely eliminated,and the greatest economic and ecological benefits will be exerted.Based on the“Water Ten”,this paper studies and analyzes the construction of the city's black and odor river management synergy sponge city,focusing on the complexity of urban black and odor river treatment,the connotation of black and odorous water and sponge city,urban black and odor river management and sponge city.The specific methods of collaborative governance are elaborated in three aspects.
