摘要
2017年12月8日,日本和欧盟确认双方历时4年多的经济伙伴关系协定(EPA)谈判正式完成。日欧EPA充分展示双方意图把握规则制定先导权,进而向他国输出规则的强烈意向,具有明确的全球指向和"外溢冲动"。在发展新一代国际经贸规则方面,协定具有如下重要特点:(1)强调信息披露,促进交易公平;(2)坚持可持续理念,加强公共利益保护;(3)弱化投资保护,推动多边化格局。日欧EPA变化的目的在于解决现有规则的困境,反映了世界贸易投资政策向高度开放和自由方向的发展趋势,对以金砖国家为代表的新兴经济体之间的规则合作形成压力。
On December 8,2017,Japan and the EU officially announced that they had finished negotiations on the Japan-EU Economic Partnership Agreement(JEEPA)that had lasted for more than 4 years.The JEEPA fully demonstrates the intention of both sides to grasp the initiative of making rules and then selling rules to other countries,with a clear global orientation and“outflow impulse”.In terms of the development of a new generation of international economic and trade rules,this agreement has the following important characteristics:(1)emphasizing information disclosure and promoting fair trade;(2)adhering to the concept of sustainable development and strengthening the protection of public interests;and(3)reducing investment protection and promoting multilateral mechanism.The change of the JEEPA aims to solve the dilemma of the existing rules.It reflects that international trade and investment rules are following a highly open and free trend,and it has put pressure on rule cooperation between the emerging economies represented by BRICS.
