“一带一路”背景下人民币汇率形成机制改革深化问题--兼论“汇率风险”应对

Deepening the Reform of RMB Exchange Rate Regime in the Background of the Belt and Road Initiative——Concurrently Discussing the “Exchange Rate Risk”

"一带一路"倡议一方面为人民币国际化提供契机,另一方面也对我国外汇市场稳定、汇率形成机制的市场化提出了更高的要求。在我国汇率市场化改革中,"811汇改"后建立的全国外汇市场自律机制正通过各种积极举措努力和全球外汇市场进行制度规范对接,以期更正向性回应国际法层面对汇率问题的相关规制;我国应通过金融基础设施的不断完善,市场交易主体的持续扩大,以及加快以人民币计价的国际金融产品创新进程等路径,在"一带一路"倡议背景下推进金融市场的发展,逐步实现人民币入篮的各项既定目标,同时为"走出去"企业提供规避"汇率风险"的相应制度设计。

The Belt and Road Initiative provides an opportunity for internationalizing RMB,while setting higher requirements for the stability of China’s foreign exchange market and the marketization of exchange rate formation mechanism.In the reform of China’s exchange rate market,The National Self-Regulatory System of Foreign Exchange Market,which is established after the“811 exchange reform”,is docking with the regulation of global foreign exchange markets through a variety of positive initiatives,with a view in response to the international law about exchange rate issues in a more positive way.China should improve the financial infrastructure,expand the market subjects,and speed up the process of RMB-denominated international financial products innovation continually,so that we can gradually promote the development of financial markets,realize the goals established when RMB joined the IMF basket of currencies,and provide the“going out”enterprises with regulations to help them avoid“exchange rate risk”in the background of the Belt and Road Initiative.
