The Global Climate Governance after the Paris Agreement

全球气候治理机制,从联合国气候大会的确立,到《巴黎协定》的出台,再到二十国集团杭州峰会,经历了谈判模式、协商机制和引领国家的多重变化。目前已由完全依赖联合国气候大会谈判推动,发展到双边与多边机制双轨同行,由发达国家引领发展到发达国家与发展中国家共同引领,由联合国气候谈判为核心发展到联合国气候谈判与二十国集团峰会双核心。美国单方面退出《巴黎协定》,加速了全球气候治理权力的转移,全球气候治理正在翻开新的一页。

From the establishment of the United Nations Framework Convention on Climate Change(UNFCCC)to the Paris Agreement,and then to the G20 Hangzhou Summit,the global climate governance mechanism had gone through a series of changes in the negotiation model,negotiation mechanism and leading countries.In the past,it solely relied on the UNFCCC negotiations.But now it is running by both bilateral and multilateral mechanisms.It used to be led by developed countries but now it is under the guidance of both developed countries and developing countries.It used to center around the UN climate talks only,but now it has evolved to include the G20 Summit,too.The United States’unilateral withdrawal from the Paris Agreement accelerated the transfer of the power for global climate governance,which is moving on into a new era.
