我国独具特色的边疆民族构成和民族区域自治的制度内涵决定了民族区域自治制度在陆疆治理中拥有重要资源,奠定了制度基础和国家权威,在施行中构建起行之有效的陆疆治理模式,发挥着重要功能。回应实践中遇到的问题,如对"自治"和"自治权"认识不足或滥用,边疆社会与社会整体发展水平差距较大,边疆的"外缘化"、"边疆化"倾向,边疆政治生态脆弱等,需要制度创新和发展,以适应新阶段民族发展和陆疆治理的新需求。将陆疆治理与民族区域自治有机结合,充分发挥民族区域自治对陆疆治理拥有的资源和优势,彰显其功能,是当前民族区域自治制度完善与发展的一个重要维度。

China's unique system connotation of border ethnic composition and national regional autonomy determined that the system has important resources in the land border control,laid the foundation of the system and the authority of the country,and in the process of implementation,it played an important role in building an effective land governance mode.In response to the problems encountered in the practice,such as the lack of understanding or abuse of"autonomy"and"autonomous rights",the gap between the development level of the frontier society and the whole,the tendency of"outer border"and"being frontier"and the fragile political ecology in the border areas,system innovation and development are needed to adapt to the new needs of ethnic development and land governance in the new stage.It is an important dimension for the improvement and development of the current national regional autonomy system to combine the land border governance with the national regional autonomy,give full play to the resources and advantages of the national regional autonomy,and highlight its functions.
