边疆地区文化建设的中华民族主权国家范畴,决定了中华文化在边疆治理中的社会资本价值。以中华文化为核心的国家文化建设,在确认边疆居民国民权益的同时,国家意象也被深植于边疆社会。边疆治理中的文化建设,在理论上须准确把握部分与整体、传统与现代的双重关系,完整彰显中华文化的现代国家文化特征。在行动上须形成纵横联动、协同共治的政党、国家、政府、社会全方位参与的文化建设体系。在关键节点上须形成对内整合、对外辐射的文化治理机制。如此方能体现国家文化边疆的软权力功能与治理价值。

Frontier cultural construction of the People’s Republic of China includes the concept of the Chinese nation sovereignty,which determines the social capital values of Chinese national culture in frontier regulation.Frontier cultural construction,with Chinese national cultural as its core,shall maintain a proper balanced and dual relationship between the part and the whole,the tradition and themodern,and position itself accurately to fully present the national public characteristics of Chinese national culture in terms of theory;as well as develop,with Chinese Communist Party as the axis,a governance system network featuring extensive connection,benign interaction and the all-round participation of the nation,the government and the whole society in terms of action.Frontier cultural construction,with the effect of regulating at home and radiating to abroad,demonstrates the soft power of the cultural border areas of the People’s Republic of China.
