政府治理绩效与官员清廉感知——基于CGSS2015数据的分析

Government Governance Performance and Official Integrity Perception:Based on the analysis of CGSS2015 data

公众对官员清廉水平的感知是政府廉政建设成果的重要指标。利用全国性统计数据,本文研究了政府治理绩效对官员清廉感知的影响机制,并分析公众腐败行为感知的调节作用。研究结果显示:首先,政府治理绩效的四个方面,政府治理透明度、政府治理效率、社会治理法治化、公共服务满意度,对公众腐败行为感知产生显著抑制作用;第二,政府治理绩效各个方面都对官员清廉感知产生显著促进作用;第三,公众腐败行为感知显著降低公众的官员清廉感知。因此,需要推进治理法治化水平和公共服务有效供给,提升政府治理绩效;强化对日常生活中小微腐败行为的治理,降低公众腐败行为感知水平;通过提升政府治理绩效、降低腐败行为感知,进而实现公众对官员清廉感知水平的提升。

The public's perception of the cleanliness level of officials is an important indicator of the achievements of the government's clean government building.Using national statistical data,this paper studies the effect of government governance performance on officials’perception of corruption,and analyzes the regulatory role of public perceptions of corruption.The research results show that:First,the four aspects of government governance performance,government governance transparency,government governance efficiency,social governance,legalization,public service satisfaction,have a significant inhibitory effect on public perception of corruption;Second,all aspects of government governance performance All have a significant role in promoting the perception of official incorruptibility.Third,the perception of public corruption behavior significantly reduces the perception of corruption among public officials.Therefore,it is necessary to promote the level of governance and the effective provision of public services to improve the performance of government governance;to strengthen the governance of minor and micro-corruption activities in daily life,to reduce the level of public perceptions of corruption;and to improve the performance of government governance,reduce the perception of corruption,and then achieve The public’s promotion of officials’perceived level of honesty.
