Research on Key Elements of Modernizing Management System and Tools of Cyberspace in New Era

党的十八大以来,面对日趋复杂网络安全和日新月异互联网发展形势,习近平总书记提出了建设网络强国的重大战略。党的十九大明确提出建立网络综合治理体系,营造清朗网络空间。与其他国家和地区相比,中国特色社会主义网络空间治理体系具备自身特有的特殊性,其构成体系更加丰富和复杂。同步实现网络空间治理体系和治理能力的现代化需要统筹处理好党管网络、顶层设计、四化同步、自主可控、网络法治、信息共享、协同共治、创新驱动、信息普惠和命运共担等十个方面的关键要素。

After the 18th National Congress of the Communist Party of China,General Secretary Xi Jinping has proposed the crucial strategy of enhancing national cyber development,under the circumstances where cyber security becomes more complicated and internet develops from time to time.In the 19th National Congress of the Communist Party of China,the idea has been clearly presented to put in place a system for integrated internet management to ensure a clean cyberspace.Compared with other countries,internet management system in the Chinese-style socialism has its own distinctions and a structure that is more diverse and complex.To achieve the modernization of both cyberspace management system and its implementation tools and abilities,it requires coordination between ten key elements including Party governing internet,top-level design,synchronization of four modernizations,liberty and controllability,internet legalization,information sharing,coordination and participation,innovation-driven,shared benefit and shared future.
