本文针对当前电信网络诈骗综合治理背景这一复杂系统,首次从韧性工程原理及韧性系统所应具备的功能的角度对其进行了分析和阐述,治理背景下所包含的犯罪信息获取、判断、侦查、打击以及之间的复杂联系从韧性系统的视角呈现出来,运用韧性系统工程原理从公共政策与管理的角度阐述了获得综合治理系统韧性所需采取的措施与原则。

The background of this article is based on the complex context of public management for counter striking the crime of Tele-Internet fraud.It provides a brand new direction to analyze the complex system from Resilient Engineering as well as Resilient System point of view.Apparently,typical processes possessed by a classical resilient system,are contrasted and compared.Furthermore,suggestions are also proposed due to the comprehension and analysis of the complex system in order to generate and enhance the attribute of resilience for public management.
