内部多元主义与中国智库评价指标体系构建

Internal Pluralism and the Construction of Chinese Think Tank Evaluation Indicator System

智库评价作为智库研究的一个热点在近年来的"智库热"中兴起。有效的智库评价可以指引智库发展方向、合理配置智库建设资源;根据内部多元主义理论,智库评价的有效性在于符合"中国特色"的政治经济体系,以及在这种体系影响下形成的智库生态。借助内部多元主义理论,可以对既有的智库评价方案进行有效性检验,并指导中国特色新型智库评价指标体系的构建。

Think tank evaluation is a hot topic in think tank research in the past years of Chinese“think tank fever.”Effective think tank evaluation allocates resources and directs the overall development of think tanks.Effectiveness of think tank evaluation depends on the extent to which it reflects the political and economic systems with“Chinese characteristics”and the think tank ecology under influence of such systems.This paper argues that internal pluralism provides theoretical basis to test the effectiveness of think tank evaluations,and sheds light to the construction of Chinese think tank evaluation indicator system.
