高校智库建设:制度困境与政策重构——基于北京、上海、广州的田野调研

Construction of University Think Tank:Institutional Dilemma and Policy Reconstruction——Based on the Field Research of Beijing,Shanghai and Guangzhou

高校作为知识精英的集聚组织,在智库建设上具有天然的优势。近年来,高校智库得以迅速发展,主要依赖政府和社会资本的经费支持以及高校在智库成果认定等方面的支持。然而,受制于当前高校僵化的学科制度、人事制度、经费制度,高校智库的整体水平仍然有待提升。根据内部多元主义的理论框架,要切实推动高校智库的进一步发展,需突破当前的制度困境,进行一系列的政策重构。

As a knowledge elite gathering organization,university has a natural advantage in the think tank construction.In recent years,the university think tanks develop rapidly,mainly because of the financial support from government and social capital,as well as the support of think tank outcomes identified,institutional identity,place and other aspects from the universities.However,subject to the current rigid discipline system,personnel system and funding system of university,the overall level of university think tanks remain to be improved.To effectively promote the further development of university think tanks,the current institutional dilemma should be broken up and a series of policies should be reconstructed.
