Research on industrial planning in government management——An empirical study on the transformation and upgrading of the resource based industry in Yunnan

本文从政府在产业发展中的职能和作用的角度,探讨地方政府在产业转型升级中的作用与职能。选取云南资源型产业升级中政府的做法及存在问题为研究实证,采用"以点带面"的方法剖析,在新的经济形势下,产业发展面临新需要,提出正确处理政府与市场的关系,全面深化地方政府改革,既要发挥市场在产业转型升级中的决定性作用,又要更好地重塑政府职能和定位势在必行。

This paper discusses the role and function of local government in industrial transformation and upgrading from the perspective of government's function and role in industrial development.This paper selects the practice and existing problems of the government in the upgrading of Yunnan resource-based industry.It uses the method of"point to face".In the new economic situation,the industrial development is facing new needs,and the relationship between the government and the market is properly dealt with,and the reform of local government should be deepened in an all-round way.It is imperative to rebuild the functions and positioning of the government in a decisive role.
