农村集体建设用地现状与规划研究——基于重庆市的实证分析

Study on the status and planning of rural collective construction land——Based on the empirical analysis of Chongqing

随着全面深化改革的扎实推进,土地利用总体规划执行进入中后期,现行规划与客观实际不协调的问题、规划空间需求矛盾凸显。在集大城市、大农村、大库区、大山区于一体的现实背景下,重庆市农村集体建设用地现状规模超出了2020年规划目标值。然而,调查农村集体建设用地现实状况后发现,在实地,林盘等非建设用地占比较大。为此本文提出了加强农村集体建设用地现状与规划协调的对策建议,为新形势下农村土地利用与管理提供了新的思路。

With the steady progress of comprehensively deepen reform,the implementation of general plans for land use have entered in the later stage,disaccord between current planning and objective reality is obvious increasingly with space contradictory problems.In the realistic background of“big city”,“big rural area”,“big reservoir area”and“big mountain area”,the present scale of rural collective construction land in Chongqing has exceeded planning target value in 2020.However,after the investigation of actual situation,the survey found that in the field,Linpan accounted for relatively large proportion of rural collective construction land.Therefore,the paper put forward countermeasure proposal for greater coordination between current planning and objective reality,which provide a new way for rural land use and management in the new situation.
