On Effective Governance of Rural Revitalization Strategy

实施乡村振兴战略,是决胜全面小康社会,建设社会主义现代化国家的重大历史任务。从中国乡村发展的历程和现实来看,治理有效是实现乡村治理现代化的基础所在。鉴于此,文章以国内外研究动态回应中国乡村治理发展与变迁的基础上,提出了"治理有效"逻辑体系与分析框架。同时,新时代中国乡村治理发展的进程中还存在若干新问题、新挑战需要解决,这就需要有相应的治理问题能力、治理判断能力、治理选择能力及治理行动能力。长远来看,积极回应村民新要求新期待、创新人才培养使用机制、健全"三治结合"的乡村治理体系以及协调好乡村振兴中的几对关系是推进新时代中国乡村治理走向现代化的必然选择。

Carrying out the strategy of rural revitalization is an important historical task to win the overall well-off society and build a modern socialist country.From the history and reality of rural development in China,effective governance is the foundation of realizing the modernization of rural governance.In view of this,the paper puts forward the logical system and analysis framework of"effective governance"on the basis of the response to the development and changes of rural governance in China with the dynamic research at home and abroad.At the same time,there are still some new problems and new challenges needing to be solved in the process of the development of rural governance in China in the new era,which requires the ability to deal with problems,the ability to judge,the ability to choose,and the ability to act.In the long run,active responding to the new demands and expectations of the villagers,innovating the mechanism for training and using talents,perfecting the rural governance system of"three governance combination"and coordinating several pairs of relations in the rural revitalization are the inevitable choices of promoting the modernization of rural governance in China in the new era.
