分析了目前石化企业安全生产责任制建设中存在的问题,列举了国际能源化工公司在落实安全生产责任制上的良好实践,基于HSSE体系要素和业务流程,通过探讨企业安全生产责任制的制定、宣贯、落实、监督、考核、完善,提出了安全生产责任制体系的建设方法,为企业开展安全生产责任制建设提供参考。

This paper analyzes the existing problems in the construction of safety production responsibility system in petrochemical enterprisesand lists the good practice of the international energy and chemical company in implementing the responsibility system of safety production.Based on the HSSE system elements and business process,it discusses the safety production responsibility system of the enterprise.The construction method of safety production responsibility system is put forward to provide reference for the construction of safety production responsibility system for enterprises.
