中国安全生产标准化与石化HSSE管理体系整合研究

Research on the Integration of Standardization of Safety Production and HSSE Management System

为研究安全生产标准化和中国石化HSSE管理体系的整合方法,对安全生产标准化和HSSE管理体系进行对比分析,研究其在基本原理、管理模式、要素实施等方面的异同点。结果表明中国石化HSSE管理体系包含了安全生产标准化的要求,但在要素实施方面存在一定的差异性。基于PDCA管理模式,以企业建设HSSE管理体系为主线,给出安全生产标准化与HSSE管理体系整合的步骤,使企业安全管理既能满足HSSE管理体系要求又能达到安全生产标准化的规定。

In order to investigate the integration method of standardization of safety production and HSSE management system of SINOPEC,this articlecompared and analyzed from fundamental,management mode and element implementation.The study showed that HSSE management system includes the requirements of standardization of safety production,but there are also differences in element implementation.Based on PDCA management mode,the construction of HSSE management system is set as the main line which integrates with the standardization of safety production.The safety management of enterprises can meet requirements of two systems through this process.
