钻井工程建设全过程工程量清单计价规则研究

Research on the bill of quantities valuation rules in the whole process of drilling engineering construction

目前钻井工程造价管理的突出问题是钻井工程造价信息不对称,使得油气勘探开发项目建设全过程各阶段之间各管理部门之间以及各相关单位之间决策依据不统一,难以实现整体效益最大化。经过10余年的深入研究,建立了一套满足建设全过程管理需要的钻井工程工程量清单计价规则,能够有效解决上述问题。主要内容包括三个部分:第一,钻井工程造价项目构成,包括钻井工程定义、造价项目构成和造价项目分类标准;第二,钻井工程工程量计算规则,包括钻前工程、钻进工程、完井工程和工程建设其他项目的工程量计算规则;第三,全过程钻井工程清单计价规则,包括钻井工程估算、概算、预算、招标、结算、决算的计价规则和造价文件模板。本研究成果已用于国家科技重大专项课题"页岩气开发规模预测及开发模式研究"以及储气库钻井工程概预算和招标文件编制。

The problems of drilling engineering cost management is at present the asymmetry of cost information.It makes the decision-making basis not unified between each stage of the project construction process,management departments,the relevant units,and difficult to achieve the maximum benefit.After more than 10 years of in-depth study,a set of"The Bill of Quantities Valuation Rules in Drilling Engineering",to meet the needs of the whole construction management,can be developed to effectively solve the above problems.The main content consists of three parts:1.The construction cost of drilling engineering,including the definition of drilling engineering,the construction of cost project and the classification standard of the project cost;2.Calculation rules of drilling engineering quantity,including the calculation rules of engineering quantity for pre-drilling engineering,drilling engineering,completion engineering and other projects of engineering construction;3.The valuation rules for the whole process of drilling engineering,including the calculation of rough estimate,estimate,budget,tendering,settlement and final accounts and cost document templates;It has been used to research on the scale prediction and development model of shale gas development--National Science and Technology Major Special Project,and to prepare estimating and budgeting and the bidding documents of gas storage reservoir drilling project.
