文章结合工作中的实际情况和工程中的诸多疑问,主要就山东省各类规费文件进行系统梳理,从规费的现状、变迁、存在问题及发展方向四个方面进行了初步探讨,以期引起相关部门的重视,使规费的计取和计提工作更加有据可依,更加严谨规范,使得广大造价人遇到类似情况而有所适从。当前国家正强有力的推行"放管服"政策,"费改税"作为其中重要一环,也会随着改革的深入,进一步加大力度。规费作为一种筹集财政收入的重要方式,如何更好地平衡各方利益关系,为国计民生和生态文明建设保驾护航,将拭目以待。期待越来越多的"费"改为更加合法合理的"税",期待更多的缴费人和纳税人一样,加强维护权益意识,期待更多的造价人员准确理解、正确计取规费,使规费在制度框架下发挥其合理的更大作用。

Actual situation in work and many questions in projects are combined to systematically sort various fee documents in Shandong Province mainly in the paper.Present situation,charges,problems and development direction of fees are preliminarily discussed in order to appeal the attention of relevant departments.Fees can be calculated and withdrawn according to basis more carefully and regularly,and the majority of cost engineers can adapt to similar circumstances.The state is vigorously carrying out the policy of‘releasing administrative services’currently.‘Replacement of fees with taxes’is regarded as one of the important links.The efforts are further increased with the deepening of reform.We wait and see how to better balance the interests of all parties and safeguard the national economy and people's livelihood as well as construction of ecological civilization as an important way to raise financial revenue.It is expected that more and more"fees"will be changed into more legal and reasonable"taxes",more payers strengthen the awareness of safeguarding rights and interests like taxpayers,and more cost personnel can accurately understand and correctly calculate the fees so that the fees can play a more reasonable role in the system framework.
