黑龙江省政府数据开放存在的问题与对策研究

Problems for Government Data Opening in Heilongjiang Province and the Countermeasures

政府是数据资源的最大拥有者,加快政府数据开放,促进数据资源的开放共享与开发利用,有利于提升政府治理能力,有利于促进诚实可信透明政府的构建,有利于促进大众创业万众创新、创造更多社会价值,是当前政府信息化建设面临的一项重要任务。通过对国内部分地方政府数据开放平台现状的比较分析,指出黑龙江省政府数据开放平台的优势与不足,并提出黑龙江省应该制定并完善政府数据开放相关的政策和法规,完善数据开放制度,加强部门之间的合作,深拓数据开放的广度和深度以及优化政府数据开放平台。

Government is the largest owner of data resources.To speed up the opening of government data and promote the open sharing and exploitation of data resources is conducive to enhance the ability of government governance,promote the construction of an honest,credible and transparent government,promote the innovation of the masses and create more social value.It is an important task for the government in the development of digitalization.Through the comparative analysis of the present situation of the data opening platform of some local governments in China,this paper points out the advantages and disadvantages of the government data opening platform in Heilongjiang province.It also puts forward that Heilongjiang province should formulate and perfect the relevant policies and regulations for government data opening,perfect the data opening system,strengthen the cooperation between departments,deepen the breadth and depth of data opening,and optimize the government data open platform.
