道德治理是由社会治理衍生的新概念,但面对的依然是社会道德秩序失范与重建的老问题。我们今天通过道德治理解决道德领域存在的突出问题,要与制度治理共同发挥作用,然而无论是在理论上还是在实践上都要避免走入“制度伦理”的误区。“制度伦理”的产生有特定的社会土壤,就当下的社会发展阶段和社会实践来看,“制度伦理”已经失效并且对社会有阻碍作用,道德治理和制度治理协同发挥作用必须满足相关的条件,本文致力于给出二者统一的条件性。

The moral management is a new concept derived from the social management.But which it faces is still the old problems of moral anomie and reconstruction of social order.Today,the institutional management should be used together to solve the outstanding problems in moral fields trough the moral management.However,the misunderstanding of institutional ethics must be avoided both in theory and in practice.Institutional ethics has its certain social soil.In the current stage of social development,the institutional ethics has failed and also hindered the social development.The moral management and the institutional management used together must meet the relevant conditions.We try to give them.
