公共性是现代化国家治理的本质性维度,这是由人类实践的公共性本质决定的。社会主义核心价值观就其实质而言是一种公共主义价值观,它不仅贯穿于国家治理的各个环节,而且是衡量国家治理现代化水平的重要标准。现代化的国家治理必须正确处理政府、市场、社会三者之间的公共性平衡,必须以公共价值为导向,只有如此,才能建构良序的公共政治空间。重塑公共主义价值观是推进国家治理体系和治理能力现代化的理性选择,也是化解现代性危机、走向一个平等的公共社会之根本出路,这要求我们以公共理念为基础,以法治思维为保障,以制度意识为关键,以公平正义为旨归。这种基于转型中国的价值观反思,对有效化解全球化时代国际经济政治文化秩序的变化与挑战,对协调推进“四个全面”战略布局与实现中华民族伟大复兴的中国梦具有重要的理论和现实意义。

Publicity is an essential dimension of modern state governance,which is determined by the public nature of human practice.As an concentrated expression of publicity,public spirit not only exists throughout all aspects of state governance,but also is an important standard of the level of modern state governance.Modern state governance should correctly handle the public balance between state,market and society,as well as be value-oriented,because only then can we construct a well-ordered public political space.Reshaping public spirit is a rational choice to promote the modernization of state governance systems and capability,and also the fundamental way to resolve the crisis of modernity,which requires us to be based on public idea and guaranteed by the rule of law,as well as view the institutional awareness as the key and justice as the final purpose.
