文化多樣性的人權宗旨——兼談俗文化的實踐研究原則

Human Rights as the Purpose of Cultural Diversity-Also On Practical Principles of Folk Culture Study

從政治哲學的角度來看,聯合國教科文組織(UNESCO)之所以高度重視并且重點保護文化多樣性,恰恰是因爲文化多樣性對確保人的基本自由和人權具有共同價值。因此,《保護非物質文化遺産公約》與《保護和促進文化表現形式多樣性公約》的終極目的并非只是保護非物質文化遺産和文化多樣性,而是試圖以此來保護人權,尤其要推進全球文化意識的現代化,進而形成世界新文明的基礎即人權文化(humanrightsculture)。作爲文化多樣性表現形式之一的俗文化,這種人權文化的實踐原則也不可或缺。

From perspective of political philosophy,UNESCO thinks highly of protecting cultural diversity,precisely because that cultural diversity has universal values for guaranteeing human rights and freedom.The ultimate aim of Convention for the Safeguarding of the Intangible Cultural Heritage and Convention on the Protection and Promotion of the Diversity of Cultural Expressions is not only safeguarding of ICH and cultural diversity,but rather protecting human rights,especially promote the modernization of cultural consciousness globally so as to laying foundation,namely human rights culture,for new global civilization.Since folk culture is one of the expressions of cultural diversity,human rights culture as practical principles is indispensable for folk culture and its practical study.
