摘要
BOT模式已广泛应用于我国高速公路项目的建设与运营,选择理想的特许经营者是项目获得成功的关键因素之一,采用合适的特许经营者选择方法非常重要。DEA模型对高速公路BOT项目的特许经营者选择有很大的适用性,但其使用受到指标与决策单元数量关系的限制。为打破这种限制,可在原始DEA模型的基础上引入代表政府期望的虚拟最优决策单元来建立高速公路特许经营者选择评价模型。算例分析验证了该模型的可行性,灵敏度检验结果及其Spearman相关性检验结果表明了该模型结果的稳定性。
The BOT model has been widely used in the construction and operation of highway projects in China.Choosing an ideal concessionaire is one of the key factors in the success of the projects.Therefore,it is crucial to adopt an appropriate concessionaire-selection method.The DEA model has great applicability to the selection of concessionaire for highway BOT projects,but its use is limited by the number relations of indicators and decision-making units.To break this limitation,a virtual optimal decision-making unit that represents the government s expectation can be introduced on the basis of the original DEA model to establish the highway concessionaire selection model.An example is given to verify the feasibility of the model,and the results of sensitivity test and Spearman correlation test show the stability of the model.
