内生式产业扶贫的成效、困境及建议——以孝感市大悟县某贫困山村一个农民专业合作社为例

The Effects,Difficulties and Suggestions of Endogenous Industrial Poverty Alleviation: Taking a Farmers' Professional Cooperative in a Poor Village in Dawu County in Xiaogan as an example

内生式产业扶贫通过推动贫困农户广泛参与到产业发展项目中来,为贫困户提供了稳定增收的渠道,增加了收入,但也面临造血慢、资本要素投入难以持续、抵御风险能力不强、扶贫专项资金被挪用等实践困境。精准选择脱贫产业、加强与政府及民间扶贫力量互动、构建抗风险机制、严惩腐败现象是内生式产业扶贫项目可持续发展的有效途径。

By promoting poor households'extensive participation in industrial development projects,endogenous industrial poverty alleviation provides them with a stable channel to increase their income and does increase the annual comprehensive income of poor households.However,due to various constraints,this kind of industrial poverty alleviation is characterized by slow profit making,unsustainable capital input,weak ability to resist risks and misappropriate use of special fund.It will be an effective way for the sustainable development of endogenous industrial poverty alleviation projects to accurately select the poverty alleviation industry,strengthen the interaction between the government and the non-government poverty alleviation forces,construct anti-risk mechanism and severely punish the corruption.
