摘要
文章对西藏人影综合处理分析与指挥系统的系统设计和业务应用进行了介绍。该系统以云降水精细处理分析系统为核心,依托基本气象业务,利用气象学、云物理学和人工影响天气等最新研究成果的系统平台,实现了对卫星、雷达和探空等多源观测信息的实时处理、综合显示和融合处理分析功能。该系统结合西藏人影作业指挥特点、观测和催化布局等的需求,建立了人影作业指标体系,实现了作业潜势预报、条件识别、预警指挥功能。该系统为高原生态保护、抗旱保收、防雹减灾、森林灭火、蓄水发电和缓解水资源短缺,以及为各级政府重大活动等方面开展的地面防雹、增雨(雪)作业提供技术支撑。
The comprehensive analysis of artificial weather modification in Tibet,the system design of the com-mand system and its application in professional work were introduced in this paper.The system takes the cloud precipitation fine processing analysis system as its core,relies on the basic meteorological service and the latest platform of meteorology,cloud physics,and artificial weather influencing systems were used to realize the realtime processing,integrated display and fusion processing analysis functions of multi-source observed informa-tion such as satellites,radar,and radiosonde.According to the requirements of the command characteristics,ob-servation and catalytic layout of artificial weather modification in Tibet,an index system of weather modification operation has been founded to realize potential forecast operating,operational condition recognition and warning command function.It provides technical support for plateau ecological protection,protection from drought,hail prevention,extinguishing forest fire,water storage for power generation and mitigation of water resources short-age,and ground operation of safeguarding hail prevention and increasing rain(snow)in major government activi-ties.
