新时代基层社会管理法治化建设之浅论

Humble Opinion of Law-Based Grass-Roots Social Management Construction In The New Era

党的十九大开启了我国全面依法治国的新篇章,新时代法治政府建设的落脚点在基层,基层的社会管理在体制建设、组织队伍建设、化解群众矛盾纠纷和创新管理方法等方面对法治化建设有现实需求。薄弱点是基层社会管理组织在开展工作时自觉运用法治意识和能力还不高、组织群众参与公共事务管理不够深入、遇到行政诉讼应诉能力不强。目前推进基层社会管理法治化的着力点应放在,充分发挥好基层党组织的作用、全面提升基层干部法治为民意识和依法行政能力,健全完善多元调解矛盾纠纷的法治工作机制等方面。

The 19th National Congress of the Communist Party of China will lead China enter a new era.It is necessary and meaningful to take comprehensive steps to advance legalization of grass-roots management in some ways,such as institution building,team construction,the way to resolve contradictions among the masses,innovation of society management and so on.The weaknesses are as follows:There was a lack of awareness and ability of consciously using the rule of law consciousness for grass-roots social management organizations.Organizing the masses to enter the public affairs management doesn’t go far enough.There is also a lack of capability to responding to prosecutions in Administrative Litigation.We have actively advanced law-based governance:Making grass-root party organization work at full capacity.Improving the awareness of serving the people and the administration according to law.Perfecting the law mechanism of the diversified way to resolve contradictions.
