“一带一路”视阈下的产学研合作模式调适与优化研究

A Study on the Adjustment and Optimization of Industry-University-Research Cooperation Pattern from the Perspective of“One Belt and One Road”

产学研合作是高等院校发展现代教育的必然趋势,也是新形势下企业加快调整产业结构的必然要求。"一带一路"倡议的提出,为有着独特区位优势的西北地区提供了新的发展空间和机遇。以陕西省和西北地区产学研合作效果现状为基础,构建衡量产学研合作效果的指标体系,根据样本数据,对西北地区产学研的投入指标与产出指标建立回归模型。实证研究结果发现:"一带一路"视阈下,随着产学研区域范围的扩大、主体的增加,产学研合作效果会显著提升。最后,基于结论并借助"一带一路"政策对西北地区产学研合作从整合科研资源、建设全方位合作平台、完善产学研合作机制等三个方面,提出对策建议。

Industry-University-Research Cooperation is not only an inevitable trend for colleges and universities to develop modern education,but also an inevitable requirement for enterprises to accelerate the adjustment of industrial structure under the new situation.The proposal of the“One Belt and One Road Initiative”provides new development space and opportunities for the northwest region with unique geographical advantages.Based on the status quo of Industry-University-Research Cooperation in Shaanxi and Northwest China,this paper constructs an index system to measure the effect of industry-university-research cooperation.Based on sample data,this paper establishes a regression model for input and output indexes of industry-university-research in Northwest China.The results of the empirical study found that:with the expansion of the scope of the industry-university-research region and the increase of the main body,the effect of industry-university-research cooperation will be significantly improved under the background of“One Belt and One Road”strategy.Finally,based on the conclusion,and with the help of“One Belt and One Road”policy,this paper puts forward some suggestions on the cooperation of industry-university-research in Northwest China from three aspects of integrating research resources,building a comprehensive platform for cooperation,and improving industry-university-research cooperation mechanism.
