论理事会在公立高校治理体系中的职责与建设

On the Responsibilities and Construction of the Council in the Governance System of Public Universities

实施理事会制度是现代大学制度建设的基本要求,且十分有助于大学外部治理体系与内部治理体系的有机统一。自教育部《普通高等学校理事会规程(试行)》颁布以来,我国公立高校普遍开始建立理事会(董事会)制度,但却存在着理事会定位模糊、功能弱化、运行虚化等方面的问题,需科学设定理事会定位职责、人员组成和运行规则等方面的关键问题,促进具有"中国特色,世界水平"的大学治理体系建设。

The implementation of the council system is not only the basic requirement of the construction of modern university system,but also the organic unification of the external governance system and the internal governance system.Since the promulgation of the Regulations of the Council of Ordinary Institutions of Higher Learning(Trial Edition)by the Ministry of Education,the council(board of directors)system has been established in public universities in China.However,there are still some problems such as fuzzy orientation,function weakening and operation failure of the board of directors.It is necessary to set up the responsibilities,personnel and operation rules of the council scientifically,promote the construction of governance system of universities“with Chinese characteristics and of world standards”.
