福特政府与中美关系正常化的历史进程——兼论福特政府时期中美未能建交之原因

On Ford Administration and Normalization of Sino-US Relations——Also on the Reason for Sino-US Failing to Establishing Diplomatic Relations during Ford Administration

福特政府时期,由于中美在台湾问题上的分歧而导致双边关系正常化进程甚微,未能如期建交。造成这种结果的原因是多方面的:在战略上,美国不肯彻底放弃台湾;在国内,福特面临的国会、舆论以及连任竞选压力;从美国决策模式来看,福特深受基辛格对华政策的影响。

During Ford Administration,because of disagreement on Taiwan problem,China and the United States had little progress about the normalization of bilateral relations,failing to establishing diplomatic relations as scheduled.The cause of this result included:strategically,the United States will not completely give up Taiwan;Ford faced multiple pressures from parliament,public opinion and presidential campaign;From the view of America’s decision-making,Ford was affected by Kissinger’s policy to China.
