法治化环境下公共图书馆信息公开制度

Information Disclosure System of Public Library under the Rule of Law

法治化环境对公共图书馆管理提出了新的要求,《中华人民共和国公共图书馆法》确立了公共图书馆的信息公开制度,对我国公共图书馆事业发展具有重要意义。为推进我国公共图书馆信息公开,文章基于公共图书馆法治化环境分析部分公共文化政策法规中的信息公开制度设计,并从信息公开主体的角度出发阐述政府层面的信息公开制度和公共图书馆层面的信息公开制度,继而分析公共图书馆的年报制度和申请信息公开制度,提出信息不宜公开范畴、信息公开责任认定、信息公开风险控制、信息公开隐私保护、信息公开评估等几个值得思考的问题。表2。参考文献13。

The legalization of public library has put forward new requirements for the management of the public library.The Public Library Law of the People's Republic of China has established an information disclosure system for the public library,which is of great significance to the development of the public library in China.In order to promote the public library information disclosure in China,the article analyzes the design of information disclosure system in some policies and regulations on public culture on the basis of legalization of public library.From the subject of information disclosure,this paper expounds the information disclosure system at the level of both the government and the public library,then also analyzes the annual report system and the system of applying for information disclosure of the public library,and puts forward several questions worthy of consideration as follows:scope of inappropriate disclosure,confirmation of responsibility on informa.tion disclosure,risk control of information disclosure,privacy protection of information disclosure and evaluation of information disclosure.2 tabs.13 refs.
