对2017版《公路路线设计规范》正式实施变化内容的思考——以总体设计新增“环境保护与资源节约”内容为例

Changes in the 2017 Edition of Design Specification for Highway Alignment A Case Study of the Added Content of Environmental Protection and Resource Conservation

随着我国经济高速发展,能源资源相对不足、生态环境承载能力不强等现象日益凸显,"节约资源和保护环境"已经成为我国的一项基本国策。在此背景下,2018年01月01日交通部正式批准实施的《公路路线设计规范》(JTG D20-2017)在总体设计章节新增了"环境保护与资源节约"内容。本文着重分析了公路建设对环境和资源造成的不利影响,提出了设计者在实现"环境保护与资源节约"内容方面的具体措施,以期引起公路建设者尤其是公路设计者的重视并提供参考,为实现"绿水青山"的中国梦添砖加瓦。

With the rapid economic development in our country,the situation of relative shortage of energy resources and the weak carrying capacity of the ecological environment have become increasingly prominent."Saving resources and protecting the environment"has become a basic national policy in our country.In this context,The"Design Specification for Highway Alignment"(JTG D20-2017)officially approved by the Ministry of Communications in January 01,2018added the content of"Environmental Protection and Resource Conservation"to the overall design section.This article focuses on the adverse impact of highway construction on the environment and resources;puts forward that the designers should do what specific measures in the realization of"environmental protection and resource conservation;Hope to arouse the attention of road constructors,especially highway designers and provide reference,and Make Efforts to Realize the Chinese Dream of the"GreenWater and Peak Hills".
