我国运动休闲特色小镇建设运营的PPP模式研究——基于可行性逻辑关系的视角

PPP mode of leisure sports specialty town construction and operation in China:based on feasibility logic analysis

采用文献资料、S-CAD等研究方法,从政策主导观点出发,对我国运动休闲体育特色小镇建设、运营中PPP模式选取的政府立场、发展目标、实施手段、预期结果进行分析,探求PPP模式在特色体育小镇建设运营中的逻辑关系与经济效益。研究结果表明:PPP模式在体育小镇建设运营中逻辑关系明晰,层级联系紧密,运营效率显著,能够有效拓宽融资渠道,缓解政府财政压力,优化小镇投资结构,降低项目建设风险,提高建设运营效率。并在政府与融资方之间存在有效的制衡机制,实际操作性较强,是特色体育小镇项目,统筹政府投资与社会资本结合的最佳模式。地方政府应根据特色体育小镇建设运营的实际情况,完善项目规划,提高政策支持,选取优质的社会资本方,完善监管指导体系,健全收益分配制度,统筹协调各方关系、改善公共服务环境,为运动休闲特色体育小镇的建设运营提供保障。

The study analyzed the construction of leisure sports specialty towns in China with the methods of literature review and S-CAD and starting from government policy orientation,it analyzed the development objectives,the means of implementation as well as the expected results.Study shows that PPP mode is the best mode for the integration of the government investment and social capital,because it has a clear logic,a close relationship between each level and its operation efficiency is remarkable,which can effectively broaden the financing channels,alleviate the financial pressure of the government,optimize the investment structure of the small town,reduce the risk of project construction,and improve the efficiency of construction and operation.Therefore,local government should improve project planning,give policy support,choose social investors of high quality,perfect regulatory guidance system and income distribution system,coordinate the relationship among the stake-holders,improve public service environment to provide protection for the leisure sports specialty towns according to the actual operation situation.
