On Cultivation of Village Leaders' Legal Quality in a New Era

新时代村干部的法律素质关系到全面依法治国的实践和乡村振兴战略的实施。从宏观、中观、微观三个层面看,村干部的法律知识、法律意识、法律信仰、法律能力已不能适应农村社会的发展需求。培养村干部的法律素质是一项系统工程,需要以村干部为中心多管齐下,重点完善涉农法律制度、创新培养模式和内容、加强实践锻炼、健全监督机制。

The village leaders’legal quality in China is important to the practice of comprehensive rule of law and the implementation of rural revitalization strategy.The paper argues that the current status of most village leaders’legal quality is not adaptable to the needs of rural development from the view of macroscopic view,meso view and mi-crocosmic view.The author proposes that the cultivation of the village leaders’legal quality needs to promote by es-tablishing cultivation system,innovate cultivation model and content,perfect supervisory mechanism and intensify implementation.
