义熙土断是东晋末年以刘裕为代表的北府武人对政治、社会状况的一次整理和总结。其主要任务是对当时混乱的政区特别是江淮流域和益州地区进行整顿,并且土断"流民"。在被土断的人口之中,既有产生于战乱、直接威胁到当时社会安定的"亡命",又包括一般流民。豪强大族则在这次整顿中受到刘裕的保护,基本维持了其既得利益和经济上的优势地位。而刘裕也通过义熙土断,实现了境内的稳定,为其实现更高的政治目标创造了有利的条件。
