摘要 10 kV及以下配电网对用户用电水平的影响最为直接,如何实现中低压配网项目投资效益最大化,是当前配网建设亟待解决的问题。为解决当前投资决策方法存在的盲目性,提出了基于配网基础台账的配网项目投资决策方法。根据配网基础台账建立配网评价指标体系,采用二次型隶属度函数的评分归一化方法,以及序关系分析法的权重优化方法,对各中压线路和低压台区进行现状分析,根据现状分析建立问题清单,提出问题清单与指标体系的关联方法,对各待建项目进行改善效果分析,并根据项目投资估算投入产出比,对批次项目进行优选。最后,以某市中低压配网为例验证了研究成果的适用性。 10 kV and below distribution network have the most direct impact on the level of users’electric consumption.How to maximize the investment benefit of the low and medium voltage distribution network project is an urgent problem to be solved in the current distribution network construction.In order to get rid of the blindness of the current investment decision making method,a method for the decision making of distribution network project based on the basic ledger is proposed.According to the basic ledger,the evaluation index system of distribution network was established.The score normalization method of quadratic membership function and the weight optimization method of order relation analysis method were used to analyze the current situation of each medium voltage line and low voltage area.According to the results of the status analyzing,a list of problems is established,and a method is put forward to associate the list of problems with the index system.The improvement effect of each project is analyzed,and the selections of projects are optimized by the input output ratio calculated based on each project’s investment estimation.Finally,the applicability of the research results is verified by taking the actual situation of low and medium voltage distribution network in a city as an example.
