冷储物流公司液氨泄漏事件环境损害评估研究

摘要 为探索液氨泄漏事故的环境损害评估方法,以重庆某冷储物流公司液氨泄漏事件为例,根据现有的环境损害鉴定评估相关规定,在采用伯努利方程计算其泄漏量的基础上,运用虚拟治理成本法对液氨泄漏的生态环境损害进行了量化。结果表明:本次事件造成的人身损害、财产损害、应急处置费用和生态环境损害费用共计215852. 4元,未对周边环境造成长期影响,无需开展中长期评估,事件定级为安全生产事故次生的一般(Ⅳ级)突发环境事件。 In recent years,liquid ammonia has been widely used as basic chemical raw materials and refrigerants,more and more environmental incidents occurred frequently caused by liquid ammonia leakage.Accurate and reasonable environmental damage assessment of event is particularly important for the classification and accountability of accident.In order to explore the evaluation methods of environmental damage accident of liquid ammonia,the ammonia leak incident of Cold Storage Company in Chongqing was taken as an example.According to the environmental damage assessment rules and regulations in operation,the amount of leakage was calculated on the basis of Bernoulli equation,the ecological environment damage was quantified using virtual disposal cost method.The results showed that the total cost of personal injury,property damage costs,emergency disposal costs and environmental damage costs was 215852.4 RMB.This incident did not need to carry out medium and long-term assessment since its damage has not resulted in long-term impact on the surrounding environment.The incident classification was identified as grade IV unexpected environmental event.
