"放管服"改革是本次行政体制改革的整体性谋划,是政府职能转变的"先手棋"。在渐进式的改革过程中,"放管服"是对前几次改革的发展和深化,是与现实国情相结合的布局。通过对其内涵的探讨,对改革进程中所蕴含的深层次逻辑的推理以及对现行改革过程中问题与不足的分析,概括性的提出实现"放管服"改革进一步深化的关键是与党和国家的机构改革紧密结合,从而推动动力整合、职能整合、技术整合、权力优化和长效引领。

The reform of“Streamline Administration,Delegating Powers,Improving Regulation and Services”is an overall layout of the reform of administrative system.It is the“first move”of the transformation of government functions.This is a gradual reform process.It is the development and deepening of the previous reforms and a layout combining the actual national conditions.Through the analysis of its connotation,the deep logic reasoning and the existing problems and deficiencies in the process of reform,this paper argues that the key to deepen the reform lies in the close connect with the reform of party and state institutions,so as to promote the integration of powers,functions and technologies,optimization of power and long-term mechanism.
