社区教育供给侧结构性改革的本质是社区教育资源配置与多元型投资体制改革。社区教育供求矛盾的表现形式包括数量失衡、质量失衡、结构失衡。开展社区教育供给侧结构性改革、提高社区教育的质量与效益,需要构建一个全新的社区教育供给的模式,即以资源配置为核心、以投资体制改革为支柱、以教育成本控制为动力。
