重大事故应急救援法律体系研究

Research on the Legal System of Major Accident Emergency Rescue

现代社会的典型特征就是高节奏、高效率,随之而来的就是社会生活的高风险。地震、洪水等自然灾害时有发生,大型安全事故屡屡见诸报端,对于这些重大事故实施应急救援是降低损失、维护人民群众人身和财产权益的有效措施。本文分析了当前我国应急救援法律体系的现状,指出重大事故应急救援法律体系存在的诸多问题与不足,最后针对这些问题,本文提出了若干完善意见和措施。

The typical feature of modern society is fast pace and high efficiency,which is followed by the high risk of social life.Natural disasters such as earthquakes and floods have occurred from time to time.Large-scale security incidents have frequently appeared in newspapers.For these major accidents,emergency rescue is an effective measure to reduce losses and safeguard the personal and property rights of the people.This paper analyzes the current situation of China's legal system of emergency rescue,points out the problems and shortcomings of the legal system of major accident emergency rescue,and finally puts forward some suggestions and measures for these problems.
