供给侧改革背景下我国水泥产业去产能路径研究

Research on the De-capacity Path of China's Cement Industry under the Background of Supply-side Reform

水泥企业去产能是供给侧改革的重要内容之一。中国最早在2006年就已经注意到了水泥产能过剩问题,10多年来去产能的结果是越去产能越高。国家提出供给侧改革后,水泥行业去产能的过程面临着各种各样的复杂问题。本文提出了水泥行业去产能的几种现实出路,或是符合国家转型发展的产业政策,或是负面影响较小的柔性措施。

The de-capacity of cement industry is one of the important contents of supply-side reform.As early as 2006,Chinese government had noticed this significant issue of the overcapacity of cement.But the result of de-capacity is disappointing with higher capacity in the past ten years.After the country proposed the supply-side reform,the de-capacity process of cement industry faces a variety of complex problems.This paper put forward some workable suggestions for cement industry,including industry policies,which meet the requirements of national transform and development,or flexibility measures which have smaller negative impacts.
