Research on the Three-dimensional Path of International S&T Cooperation of Local Scientific Research Institutes under the "Belt and Road" Initiative

"一带一路"是中国全面深化对外开放的国家倡议。地方科研院所参与"一带一路"国际科技合作须找准定位和切入点。首先,要梳理和挖掘出合作对象的实际需求,即依托科学传播、技术扩散和共同开发等载体形式发现真实合作需求的发力点。其次,地方科研院所参与国际科技合作须在3个维度抓铁有痕,即国际科技合作交流要重视效率提升、国际科技合作交往要能持续提升相互能力和国际科技合作交易要能带来经济效益回报。

The"Belt and Road"initiative is a national initiative for China to comprehensively deepen its opening up.Local scientific research institutes,to participate in the"Belt and Road"international scientific and technological cooperation,must find the right location and entry point.First of all,we must sort out and unearth the actual needs of the cooperation object,that is,we must rely on the carrier form of scientific communication,technology diffusion and joint development to discover the power point of real cooperation needs.On this basis,the participation of local scientific research institutes in international cooperation must find breakthroughs in three aspects:there must be supported by personnel network,supported by specific cooperation projects,and must ship to overseas.Finally,the participation of local scientific research institutes in international S&T cooperation must be traced in three dimensions:international S&T cooperation and exchange should pay attention to efficiency improvement,continue to enhance mutual capabilities and bring economic benefit.
