苏州行业协会发展现状、问题及对策

Suzhou's Trade Associations:Problems and Recommendations

经过多年的努力,苏州各行业协会在开展行业规划、倡导行业互助、进行行业自律、维护市场秩序、反映企业诉求、推进技术进步、拓展产品市场、完善社会服务以及承接政府转移职能等方面作出了积极贡献,发挥了其他组织不可替代的重要作用。与此同时,苏州行业协会在发展上也面临法律法规建设相对滞后、部分政策不够完善、协会工作不够平衡、部分协会行政色彩浓厚、自身建设有待加强、登记管理人员与经费不足等一系列问题。因此,应当从进一步提高认识、完善法律制度环境、对双重管理体制进行微调、制定落实扶持政策、调整优化协会布局、规范强化自身建设、加强监督管理等方面着手,促进苏州行业协会的发展,以弥补市场与政府的双重缺陷、完善社会主义市场经济运行体制。

Through many years of work,Suzhou s trade associations have made positive contributions to advancing industry strategy,creating industrial interaction,increasing self-regulation,providing order to the market,voicing enterprises concerns,coordinating technological improvements,developing new markets for products,improving social services and adapting to shifts in the government s functions.At the same time,Suzhou s trade associations have also faced a host of problems,including sluggish legislative and regulatory improvements,some insufficently constructive policies,imbalances in association work,some overly bureacratic practices,internal issues,and shortages of registered managers and funds.For these reasons,the development of Suzhou s trade associations should be advanced through promulgation of knowledge,improvements in the legal and systemic environment,adjustments to the dual management system,creation of supportive policies,adjustments and optimization of the composition of associations,improved organization-building,and increased supervision.In this way,the mutual shortcomings of the market and of government can be supplemented,and the operating system of a socialist,market economy may be improved.
