摘要
如何构思具体的方案和对策以实现“真正能够令所有人得到裨益的全球化和城市化”成为紧急的课题。作为开展上述讨论的基石,亟须打破迄今为止的既定框架,构建更加强有力的作为政策议程课题之一的“治理”模式。在本论文中,笔者尝试抛开既有的传统治理理论,通过对量子力学等现代物理学的文献研究,从物理学的解释思考“可想象治理”——对于“定居居民”而言完全是异想天开的“量子城市治理”——的理论框架。
A critical challenge has been to effectively formulate schemes and policies of what is called“Globalization/Urbanization for All.”Above all,there will soon be a grave need to devise“governance,”which would be a foundation for that type of untiring dialogue and a piece of policy agenda,more flexibly.In view of the circumstances,this paper ventures away from conventional governance theories and,primarily on the basis of a literature review of contemporary physics(including quantum mechanics),aims at building a theoretical framework of“conceivable governance”in paraphrase of discourses in physics-“Quantum Urban Governance”,which must be seen as an extravagant notion for“sedentary inhabitants.”
