摘要
分类管理是我国社会组织管理制度改革的思路,对于分类的标准,不同的研究者有不同的看法。本文从支持性和操作性社会组织两分法出发,在借鉴国外关于支持性社会组织研究的相关成果的基础上,论证通过支持性社会组织管理操作性组织,实现社会自治、创新我国社会组织管理体制的可能性。随后分析支持型社会组织在第三部门发展中的行业引领、部门桥梁和行业自律等三大功能。针对我国支持型社会组织发展中存在的不足,提出了开通合法化渠道、保持适度规模、强化资源支持弱化过程监管等三方面的政策建议。
Recent reforms in government management of social organizations have largely trended toward differential management-administration by organization type.Researchers hold various views of this approach.Dstinguishing between supportive and operational types of social organizations,this article draws on the results of foreign research on supportive-type organizations and demonstrates the possibility of managing operational social organizations through supportive organizations,thereby realizing social self-rule and innovation in the State s social organization management system.Next,supportive social organizations functions as the future hope of the third sector,as cross-sector bridges,and as agents of industry self-discipline are analyzed.In response to areas in which China s supportive social organizations still fall short,policy recommendations are made concerning increasing their legitimacy,sustaining their scale,and strengthening supervision as they enhance their resources.
