乌坎事件中的村民组织及其功能探析

An Analysis of Village Organizations and Their Functions in the Wukan Incident

“组织”起来的理性是乌坎事件中的突出特征。回顾乌坎事件中的村民组织及其良性功能的实现过程,可以发现,从热血青年团到村民代表临时理事会,再到新的村支两委,村民组织实现了从抗争者向秩序维护者、从体制外向体制内的角色转换,达成与政府的和解及政社关系的重构。然而组织并不必然理性,对乌坎事件的分析表明传统非体制精英的介入、组织的包容性和社会合法性、政府的应对态度等是发挥村民组织良性功能的重要条件。

A prominent feature of the Wukan incident was the rationality of the“organizing”.If we look back at the village organizations involved,and the process by which their positive functions were realized,we can see that from the Rexue Youth Group to the temporary village representative committee,and then the two new village committees,the village organizations realized a transformation in their role.They went from being protesters to maintaining order,and from being outside of the government system to becoming part of the system.They arrived at a settlement with government,and reconstructed the relationship between government and society.However,it is certainly not simply a matter of course that organizations should be rational.Analysis of the Wukan incident shows that there were important conditions necessary for the village organizations to play a positive function.These include the involvement of people from a traditional elite who were not part of the government system,the inclusiveness and social legitimacy of the organizations,and the attitude of government in its response.
