Policy Reactions to the Expansion of Volunteer Services:a Comparative Perspective

志愿服务事业的发展在增进社会和谐、解决社会问题方面所展示的效用不断获得国内外政府与社会的认可,但世界各国不同的政治、经济、社会、文化背景使得政府部门在促进志愿服务事业发展过程寻求差异化实践。本文通过检视国内外相关理论研究成果和剖析典型国家实践展现不同国家在志愿服务事业发展中政府政策定位的不固定性和因“国”制宜,并基于此探讨我国政府在推动志愿服务事业发展中如何建构更加现实和理性的政策因应策略与政策制定路径。

The effects of volunteer service on improving social harmony and resolving social issues are receiving increasing recognition from governments and societies the world around.Due to their political,economic,social and cultural backgrounds,however,government departments around the world have adopted diverse strategies in their efforts to advance volunteer service.Drawing on the results of theoretical studies and analyses of typical practices in various nations,this article seeks to highlight the irregularity of policy responses and nation-specific solutions.It also addresses how China s government,as it seeks to promote volunteer service,can arrive at more realistic and rational policy responses and pathways of policy-making.
