情感、空间与社区治理:基于“毁绿种菜”治理的实践与思考

Emotion,Space and Community Governance:Based on the Practice and Thinking of the Governance of “Growing Vegetable by Destroying Green Belt”

"毁绿种菜"现象的发展过程可分为"毁绿种菜"的始兴、"除菜还绿"的反复、"走访劝说"的尝试和"开心农场"的建立等四个阶段;对其治理可以分为"堵""疏"以及"疏堵结合"等三个阶段,并呈现出由"硬治理"到"软治理"再到"复合共治"的实践逻辑;治理的内在机制是为情感提供实践空间,使土地情感在社区空间中得以表达。社区治理应当纳入情感和空间的维度,并以空间营造的方式实现情感的再生产,最终实现社区的善治。

The phenomenon of“growing vegetable by destroying green belt”is quite common nationwide,and it is always a major problem for community governance.This paper will have a systematical study on the community governance process,practical logic and internal mechanism of“growing vegetable by destroying green belt”by taking a case study of L community in N city of J Province.The development process of the phenomenon of“growing vegetable by destroying green belt”can be divided into four stages:the rising of“growing vegetable by destroying green belt”,the repetition of“uprooting vegetable and planting green plants”,the practice of“interview and persuasion”and the establishment of“Happy Farm”;the community governance of the phenomenon can be divided into three stages of“blocking”,“dredging”and“combination of dredging and blockage”,and present the practical logic from“hard governance”to the“soft governance”to the“composite governance”;and the internal mechanism is to provide practical space for emotion,to make sure land emotion could be expressed in the community space.The community governance should incorporate the dimensions of emotion and space and exert their function,and make emotion reproduction to realize the good governance of community in the way of space construction,through the introspection of the community governance of“growing vegetable by destroying green belt”.
