摘要
现场执法记录是应对当前社会环境下警察执法公信力危机的有效举措。《公安机关现场执法视音频记录工作规定》出台标志着我国警察现场执法视音频记录制度的建立。该制度将对警察执法的理念和模式产生深刻的影响,而且视音频资料可以作为证据使用,有助于案件的办理和执法争议的解决。但制度在实施时也存在一些问题。应当通过转变执法者思维理念,完善相关规定,强化现实保障来促进执法记录制度的实现。
The on-site law enforcement record is an effective measure to deal with the credibility crisis of police enforcement under the current social environment.The promulgation of the regulations on video and audio recording at the scene of the public security organs marks the establishment of the audio and video recording system for police on-site enforcement.The system will have a profound influence on the concept and mode of police law enforcement,and the audio and audio data can be used as evidence,which will help the handling of cases and the resolution of law enforcement disputes.But there are also some problems in the implementation of the system.We should change the concept of law enforcement officers,improve relevant provisions,and strengthen practical guarantee to promote the implementation of law enforcement record system.
